Principal MSS Category Management

We are strengthening our engineering standards through a programme designed to ensure consistency and scalability. This initiative includes developing and promoting reusable IT assets, known as Managed Standardised Services (MSS) – that deliver value across the organisation.

You and your job

As Principal MSS Category Management, you’ll join the new Enterprise Engineering team in the dynamic and diverse Chief Architecture & Engineering Office (chapter) in CITO.

You will be deeply involved in optimizing MSS  adoption in CITO and contribute to maturing MSS portfolio management, and MSS oversight and reporting, recognizing that MSS function as a reusable IT asset.

You’ll closely collaborate with stakeholders throughout CITO to optimize the category definitions and the MSS portfolio (with Enterprise Architects, MSS producers/consumers), to identify and resolve MSS adoption roadblocks, to identify opportunities for growing the MSS portfolio and its adoption, and to align on technology and platform choices for MSS’s, etc.

You will also collaborate with the Engineering Guilds (and their representatives in the Enterprise Engineering Team) on requirements for MSS’s and requirements for the MSS store. Finally, you will take the lead in developing procedures and non-functional requirements for the MSS-related processes needed to successfully implement the ambitions of the ambitions of the programme

To be successful in this function, stakeholder management and multi-level communication (engineers, architects, senior management, and executives) come naturally to you. You combine strong conceptual thinking with concrete hands-on engineering insights, and you bring the strong background in engineering and architecture necessary to be a strong player in this multifaceted transformation.

• Establish procedures to bring CITO in control of MSS production and consumption, and MSS quality.


• Optimize the MSS portfolio in alignment with MSS producers and consumers and drive MSS adoption in line with CITO ambitions.


• Design and install controls to monitor and steer MSS production and adoption (consumption).

• Utilize you your strong architecting, engineering and stakeholder management skills and experience to deliver a broadly supported and effective MSS portfolio, strategy, and way of working. Effectively connect the engineering perspective on MSS adoption to CITO strategy.


• Consolidate the MSS Way of Working and policies in effective and feasible procedures and requirements that promote MSS adoption and that give CITO control of MSS quality, consumer satisfaction and growth.


• Sharpen CITO's strategic standardization ambitions and accelerate the transition from MSS vision and strategy into effective execution.

This is a role in the CAEO Enterprise Engineering Team, which is part of the Chief Architecture & Engineering Office (chapter) in CITO.

You and your talent

Stakeholder management, technical leadership, and result orientation, along with effective communication skills and independence, are essential for this role as Principal MSS Category Management.

Additionally, it is important that you recognize yourself in the following list:

• You hold a completed WO master’s degree, preferably in software or systems engineering.


• Minimum 10 years of relevant experience of which 4 years in technical leadership positions in large scale, professional software development organizations with strategies for software reuse and platform-based software development.


• Architecture, engineering, and platform-based thinking are in your DNA, and you are comfortable engaging in multi-level dialogues with engineers, architects, senior management, and executives.


• Affinity with digital, tech, data & analytics, and agile ways of working.


• Demonstrated experience in various strategic projects in software reuse, reusable software asset development and portfolio management.


• A solid understanding of relevant trends and challenges in large scale IT/software development, along with the proven ability translating them into actionable steps.


• Ability to translate tech initiatives into compelling business cases, gaining buy-in from business stakeholders for strategic technology investments.


• Strong analytical skills, capable of structuring questions both in terms of content and process.


• Positive, creative, enjoyable to work with, and driven to improve yourself and others.


• Intrinsically motivated to make an impact not only in business but also in society.


• Fluency in English is required; proficiency in Dutch is considered a plus
